Senior Appraiser-Special Adaptive Housing

The incumbent is responsible for the following duties in an assigned geographic jurisdiction:
Conducts oversight desk and field reviews of appraisal and inspection reports conducted by VA fee-basis appraisers. Applies Uniform Standards of Professional Appraisal Practice (USPAP) standards and modifies the standards for complex, unusual properties. Makes recommendations on disciplinary or sanctions against appraisers or inspectors who violate USPAP or VA program requirements. Serves as Special Adaptive Housing (SAH) agent. Advises veterans and contractors on the requirements of the SAH program. Completes all paperwork required to proceed with grant administration. Responsible for assisting a veteran to make a reasonable decision on possible contractors through cost analysis. Monitors the SAH program with the veteran from initial grant award to close out. Responsible for coordinating workload with internal and external customers. Promotion Potential:

Not required This is a bargaining unit position. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/02/2020. Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position, you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. MINIMUM QUALIFICATION REQUIREMENT:

GS-12 Level Specialized
Experience:
Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for this position. Specialized experience is defined as experience preparing construction and disbursement schedules, reviewing applications to determine financial and medical feasibility, conducting interviews regarding grant programs with eligible participants and their representatives and conducting field reviews to determine suitability of proposed projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements:
The work is primarily sedentary with most travel by automobile, air, or other public transportation. The position requires frequent scheduled field trips in a government vehicle throughout the assigned geographic jurisdiction. Some slight physical effort may be required in completing field reviews and field inspections. On-site inspections of subject or comparable properties often require frequent stops and starts interspersed with some hiking or lengthy walks over various terrain types ranging from flat open field to rough, brushy and forested areas. Some walking, standing, climbing, stooping, and bending is required. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
