Months (Can be extended for 4 years with one year each contract) Purpose and Background.
The purpose of this Request for Qualifications and Quotations (RFQQ) is to solicit proposals from Vendors who can provide criminal intelligence analyst services for the Project Safe Neighborhoods Grant at the Washington State Fusion Center (WSFC).
The AGENCY may award one or more contracts to Vendors who submit proposals as a result of this RFQQ.
Background.
The WSFC is housed at the Seattle Field Office of the Federal Bureau of Investigation (FBI).
The WSFC supports the public safety and homeland security missions of federal, state, local and tribal agencies, and private sectors by; detecting, deterring, and preventing terrorist attacks and significant criminal activity, performing threat assessments and information management services, including protecting critical infrastructures and key resources, and providing all-hazards support in preparation, planning, and recovery efforts.
The WSFC collects, analyzes and shares information.
Criminal Intelligence Analyst Services:
The objective of this RFQQ is to contract with a Contractor(s) who can provide a physical presence at WSFC in order to provide the following products:
Raw intelligence classification and analysis Work closely with United States Attorney, Pierce County Sheriff, Tacoma Police, Lakewood Police , and The Bureau of Alcohol, Tabaco, and Firearms Weekly and monthly written intelligence bulletins Periodic intelligence assessments Information dissemination to local law enforcement agencies Effective communication to help others learn, understand and apply specific criminal intelligence analysis principles, techniques or information.
Effective identification, collection, organization and documentation of criminal intelligence data and information in ways that make the information most useful for subsequent assessment, analysis and investigation.
Work Experience and/or Education:
Must have previously served as an intelligence analyst for a minimum of two (2) years either in a Federal intelligence agency, the military, or State and/or local law enforcement intelligence unit.
A Bachelor s degree or higher college degree in criminal justice, law enforcement, statistical analysis or a related field may be substituted for the work experience requirement provided the Vendor team member successfully completes training to ensure baseline proficiency in intelligence analysis and production within six months of contract start date.
Must be proficient in the use of Microsoft Office Suite applications.
Must be able to obtain a federal Top Secret level security clearance.
Pass criminal history background check and polygraph conducted by WSP.
WSP reserves the right to contract with multiple Vendors to ensure agency requirements are met.
WSP reserves the right to reject any proposed Vendor and/or team member(s) who WSP determines will not serve the best interest of WSP.

3 Period of Performance.
The period of performance of any contract(s) resulting from this RFQQ is tentatively scheduled to begin November 1, 2018 and end on September 30, 2019 an 11 month contract.
WSP reserves the option at its sole discretion to extend the contract for four (4) additional one-year periods.

Estimated Salary: $20 to $28 per hour based on qualifications.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
