EXECUTIVE DIRECTOR, CAPITAL & SPACE MANAGEMENT

Capital Planning & Development (CPD) is forming a new
organization - Capital & Space Management (CSM) - to integrate
management of its capital resources, its physical assets, and its
space information through a unifying strategic portfolio management
approach branded as the One Capital Plan. In this mission-critical
organization, the Executive Director works across schools, colleges
and campuses with executive stakeholders, academic and
administration leadership, and within CPD to develop this approach
to assess, position, leverage, and allocate capital resources
including physical space.
We have an outstanding opportunity for an Executive
Director, Capital & Space Management.
Under the general direction of the Associate Vice President for
Capital Planning & Development, the Executive Director for Capital
& Space Management (CSM) serves as the individual responsible for
planning, developing, and managing the UW's capital (built
environment) portfolio. This portfolio requires robust space
planning and management programs, and space-related information
management practices. The position is directly accountable for
creating and improving key business functions that ensure the
capital portfolio is an integral contributor to the UW Mission;
core capital portfolio responsibilities include:
-Delivers leadership, advocacy, foresight, and risk analysis on
behalf of the institution;
-Provides vision for planning, analysis, recommendations, and
execution of UW's six-year, $2.4B strategic capital plan;
-Mature a capital resource allocation model that is supported by
effective business processes;
-Oversees and improves the UW space portfolio and space utilization
for 25 million square feet affecting over 70,000 faculty, students,
and staff.
To achieve this, the Executive Director creates a structure and
work environment that leverages information, analysis, and sound
business practices to incorporate a variety of internal sources and
peer institution best practices, city and regional urban planning
considerations, and emerging trends to balance opportunities with
near-term and long-range academic and facilities planning and
management needs.
The Executive Director leads and mentors a newly formed staff of 15
- 20 individuals, and is responsible for developing and maturing a
service organization which delivers key practices and information
to the work of stewarding the built environment.
The roles and responsibilities for this position are dynamic and
challenging due to the UW's increasing program and infrastructure
demands for capital resources, substantial deferred maintenance
backlog, lack of available space, reductions in state funding,
unpredictable fund sources, and disparate information sources. To
meet these challenges, this individual must design and lead efforts
to strategically leverage capital funds, enforce efficient use of
space, institute modern data management practices, build a culture
of trust, and develop strategies to meet the UW's near and long
term goals through effective, sustainable capital resource planning
and management.
The successful candidate will be strategic, creative, politically
aware problem solver who is excited by leading with vision, forging
new processes, building trust, facilitating iterative
decision-making processes, and contributing to key near-term and
long-term planning decisions.
Responsibilities
-Create the structure and environment for the organization to
assume the role as an effective partner with peer leaders to ensure
capital resources, facilities space planning, and space information
management are effectively incorporated into UW business and
academic planning at all levels within the enterprise.
-Set expectations with peers and team for strong financial
management and portfolio management competencies, by bringing
extensive experience with evidence-based decision making at the
portfolio level.
-Develop policies and procedures to support successful and
transparent planning and management of the University's capital
resources.
-Oversee the evolution of the UW's six-year rolling One Capital
Plan and its biennial budget cycle, publishing updates as
appropriate.
-Actively advocate to ensure institutional priorities are aligned
with the portfolio of work in progress.
-Represent the One Capital Plan and the institutions priorities to
internal and external communities.
-Accountable for the vision and development of a space planning and
management program that is fully integrated with the One Capital
Plan and that supports UW-wide program and infrastructure
requirements.
-Oversee the monitoring and reporting of current and past capital
allocations and recommend changes based on Enterprise business
requirements.
-Work across organizations to develop long term financing
strategies and practices to encourage investment in alignment with
UW mission and CPD strategic goals.
-Oversee the creation and execution of a new unit to create
business applications information management tools and processes to
support capital planning and space management.
-Use excellent communication and relationship management skills to
navigate a complex and sensitive capital resources
environment.
-Stay up to date and advocate for industry best practices around
capital and space planning and management.
REQUIREMENTS
Master's Degree in Urban Planning, Architecture, Real Estate,
Business Administration, Public Administration, Construction
Management or equivalent work experience.

years' experience leading teams in complex organizations
from a senior level management position.
Demonstrated experience working in long range planning with
variables in timing, funding availability, budgetary
constraints.
Demonstrated experience managing multimillion dollar
budgets.
Proven experience planning higher education or large corporate
facilities, space design, learning space, research laboratories,
and implementation of workplace strategy and change
management.
Demonstrated experience leading or facilitating change
management.
Knowledge of project construction, renovation, timelines, and
impacts.
Proven ability to work successfully with diverse audiences from
a variety of backgrounds in a consensus-based environment.
DESIRED
Familiarity and experience with private sector practice of
corporate real estate.
Familiarity and experience with higher education capital budget
processes

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
